Affinity Designer

Affinity Designer is a great, very user-friendly, alternative to Adobe Illustrator. However with both of these programs, it's not ideal for PCM shirt design, as you cannot warp elements, like in Photoshop (nor can paint.NET if I recall). But, if you use this with Affinity Photo you will get the warping tools, and it should be quite a powerful tool.

If you want to build up your tools from the bottom, I'd reckommend a technique I think has never been used in PCM shirtmaking, but is familiar in football and cycling mockups. I'm building one myself (however slowly) but in Photoshop. It's where you essentially have an artboard for the pieces of fabric you have in your shirt (so between stichings), and then warp them on to the actual mockup using mesh warp and a mask.

Either way, you should use Affinity Designer and Photo together, to get that mesh warp tool function :)
